local trade "local trade" means the transportation of goods by sea from one place in the Federation to another place in the Federation but does not include the transportation from Penang or Labuan to the principal customs area of goods dutiable on import into that area or the transportation from the principal customs area to Penang or Labuan of goods dutiable on export from that area;
